LINTHICUM HEIGHTS, Md. (WMAL) — An Anne Arundel County man was arrested Wednesday after he reportedly dragged a dog behind his vehicle earlier in July, according to an Anne Arundel County Police Department news release.

53-year-old Herbert Carl Sensibaugh of Linthicum Heights was arrested on four counts of animal cruelty around 1:00 a.m. Wednesday when officers responded to his residence, the release stated.

On July 14, around 8:55 p.m., officers responded to the 200 block of Charles Road in Linthicum Heights in reference to a citizen’s complaint of animal abuse. The citizen told police that they witnessed Sensibaugh dragging a dog, later identified to be a German short haired pointer mix named Rebel, behind his vehicle, according to the news release. When the witness confronted the suspect, the confrontation resulted into a verbal argument. Sensibaugh explained to the witness that he was “disciplining the dog for escaping from his yard.”

Following the report of animal abuse, officers responded to Sensibaugh’s residence and obtained his information as well as vehicle information for Animal Control’s investigation.

On Monday, Northern District Detectives and Animal Control Officers arrived at Sensibaugh’s residence where they found him and Rebel. Rebel appeared to be limping and had blood on its right front paw. Animal Control Officers took custody Rebel to transport it to a veterinarian for care.

The following day, a district court commissioner issued an arrest warrant charging the suspect with four counts of animal cruelty. During his arrest Wednesday, police said they found a small amount of cocaine, 68 Oxycodone pills, 15 morphine pills and 12 Endocet pills.

He has also been charged with drug possession and intent to distribute narcotics.
