I can't understand why Nehman continues to say what can we charge him for? Charge him for smoking in the lavatory. There is a fine. I don't care if there is immunity there is a law with a fine. Charge him for the cost of the scramble.
If our relationship with Quatar is so fragile that we can't impose our law when one of their diplomats breaks our law in such an egregious way then to heck with Quatar.

The solution is simple. Even though this person has diplomatic immunity, the State Department can declare him persona non gratis. This procedure requires that the diplomat must immediately leave the country. He should then be put on a list that prevents him from ever being allowed back into this country. While this punishment may not fit the crime, it would send the message that actions of this kind will not be tolerated.
