WASHINGTON (AP) – Bowser, a Democrat, promises a "fresh start" for a city that's getting wealthier and more densely populated but continues to be tainted by scandals in local government.

Bowser, who will be the seventh elected mayor of Washington, is set to take the oath of office shortly before noon. The 42-year-old spent seven years on the D.C. Council, and defeated Mayor Vincent Gray in last year's Democratic primary.
Gray leaves office still facing possible criminal charges for corruption in his 2010 campaign.
