A 22-year-old man faces charges including assault with intent to kill after D.C. Police say he tied a woman’s hands and feet together and assaulted her. According to a police report, the woman told officers she got away and jumped out the window of the apartment in the Connecticut House building on Connecticut Avenue NW. Police found her on the ground outside around 7 p.m. on Thursday.

“A suspect arrived on the scene. He was distraught. He provided some information that led us to believed that he was a suspect in this case, and he has since been placed under arrest,” Cmdr.
Duncan Bedlion told reporters on Thursday night.

Ky Palmer has been charged with assault with intent to kill, possession of an unregistered gun and possession of a large capacity ammunition-feeding device.

He and the woman who jumped out the window are the parents of a child, 1-year-old Kylee Palmer. It’s unclear what their relationship is now. The baby was reported missing last night but found not long after with safe and with family members.

The woman was taken to the hospital on Thursday night in critical but stable condition.

Police said they found a rifle-style ghost gun that belonged to Palmer inside the apartment and sent it to be processed as evidence.
