WASHINGTON (WMAL) – Former Rockville resident Se Chang Moon, also known as Warren Moon, was sentenced in U.S. District Court in Greenbelt Wednesday to more than three years behind bars followed by five years of supervised release for bank fraud and identity theft.
Court documents indicate Moon defrauded his victims by telling them he would help refinance their mortgages. He collected more than 30 different payments from one victim, which added up to $300,000. He gave the victim phony documents to make the person believe the money was indeed being used to refinance a home loan. In reality, Moon was spending the money on himself.
Moon told three other victims he needed their personal information to refinance their houses and then used the information to take out loans in their names. He put the money from the loans into bank accounts he controlled.
Judge Paul Grimm ordered Moon to pay more than $600,000 in restitution and forfeit around $500,000.
