WASHINGTON — (WMAL) Starting Monday, only people with handicap license plates or placards are allowed to park at Red Top meters downtown.

“The goal, of course, is to provide persons with disabilities greater access to curbside parking in what is one of the highest demand areas in the District,” said Terry Owens with the District Department of Transportation.

Another change is that people with disabilities will now have to pay to park downtown, but they can still park for free for four hours outside of the Central Business District.

DDOT wants parking spots downtown to turn over, so they are now charging everyone to park in areas south of Massachusetts Avenue, east of 23rd Street NW, west of 2nd Street NE, and north of D Street SE.

The fine for parking at a Red Top Meter without a handicap placard or license plate is $250.

If the pilot Red Top Meter Program is successful downtown, Owens said it will be expanded to other areas.
