5am – A/B/C  DCCC sees staff shakeup amid diversity concerns, chairwoman calls it ‘sobering day’ (Fox News)– The Democratic Congressional Campaign Committee announced a new interim executive director and other top staff changes on Monday after reported criticism that the staff did not reflect the diversity of the Democratic Party. The shakeup was announced after a meeting at its headquarters on Capitol Hill, Politico reported. The news site ran stories highlighting the committee’s diversity concerns, which reportedly sparked the tense meeting on Monday. Two sources for Fox News confirmed the Politico report. “Today has been a sobering day filled with tough conversations that too often we avoid, but I can say confidently that we are taking the first steps toward putting the DCCC back on path to protect and expand our majority, with a staff that truly reflects the diversity of our Democratic caucus and our party,” Rep. Cheri Bustos, D-Ill., the chairwoman, said in a statement. Bustos announced that Jacqueline Newman will replace Allison Jaslow, a combat veteran, who resigned earlier in the day. Jaslow and Bustos were close. Roll Call reported that Jaslow had worked on Bustos’ campaign and was once chief-of-staff in her House office.

5am – D  CAPITAL ONE BREACH:

  • A hacker gained access to 100 million Capital One credit card applications. The breach affected around 100 million people in the United States and about 6 million people in Canada, according to Capital One.
  • Alleged Seattle hacker arrested in Capital One breach, boasted on social media: report (Fox News) — Authorities claim a Seattle software engineer was responsible for the hacking of Capital One and obtained the personal data of over 100 million people in what appears to be one of the biggest breaches of a big bank in history. Paige Thompson, 33, was caught by Seattle authorities after leaving an extensive digital footprint of her alleged crime on the Internet, including boasting about it on the Internet, authorities said. She’s now charged with one count of computer fraud and abuse. Capital One said Monday that Thompson – who according to a FBI complaint also goes by the handle “erratic” – got information including credit scores and balances plus the Social Security numbers of about 140,000 customers, the bank said. The breach in total affected about 100 million people in the U.S. and 6 million in Canada. The bank will offer free credit monitoring services to those affected. The bank said it found out about the vulnerability in its system July 19 and immediately sought help from law enforcement to catch the perpetrator.
  • Ocasio-Cortez encourages followers to apply for $125 Equifax payments, but they might never see that money (Washington Examiner) — Democratic New York Rep. Alexandria Ocasio-Cortez tweeted Friday that those affected by a 2017 Equifax data leak should quickly apply for $125 in cash payouts, but the likelihood that anyone receives that amount of money decreased drastically because of her call to action. Ocasio-Cortez tweeted out a link to the website to file claims against the credit reporting agency. “Everyone: go get your check from Equifax! $125 is a nice chunk of change,” Ocasio-Cortez tweeted. “Get that money and pay off a bill, sock it away, take a day off, treat yourself, whatever you’d like – but cash 👏 that 👏 check! 👏 💸 It takes one minute.” Equifax settled with the Federal Trade Commission this week for $700 million and agreed to generate a $575 million fund, though only about $31 million has been appropriated for cash payments.The New York Post reported that if every one of the 147 million people affected by the breach applied for checks, they would only receive 21 cents per person.

5am – E         U.S. Soccer says women’s team has been paid more than men’s team. (The Wall Street Journal) — The U.S. Soccer Federation released a letter from its president Monday saying that it has paid the women’s national team more than the men’s national team in recent years, a move that comes ahead of mediation in the women’s team’s pay-equity lawsuit against its employer. The pay analysis–which U.S. Soccer president Carlos Cordeiro said was conducted by U.S. Soccer staff and reviewed by an accounting firm–will add fuel to a complex debate over how the federation has compensated its championship women’s national team. The federation has faced increasing pressure from the public and Congress over the issue, especially since the U.S. women successfully defended their World Cup title earlier this month. Corderio said the federation’s analysis showed that U.S. Soccer paid female players $34.1 million in salaries and game bonuses from 2010-2018, while paying the men $26.4 million during the same period. Women’s team members receive salaries plus bonuses and the men receive only bonuses, though larger ones, according to the letter. The compensation structure for the two teams is different because of their respective collective-bargaining agreements and not because of gender, Cordeiro wrote. Molly Levinson, a spokeswoman for the players, called the letter “a sad attempt by USSF to quell the overwhelming tide of support the USWNT has received from everyone from fans to sponsors to the United States Congress.” The federation pays U.S. women’s team members per-game payments for national-team play along with professional-team salaries for playing in the National Women’s Soccer League, as all 23 members of the women’s World Cup team do. The  federation doesn’t pay professional salaries for the men. Levinson said the federation’s numbers “inappropriately include the NWSL salaries of the players to inflate the women’s players compensation. Any apples to apples comparison shows that the men earn far more than the women.” When World Cup prize payments from FIFIA, the international governing body of soccer, are included, the U.S. men’s players were paid $41 million from 2010 through 2018 and the U.S. women $39.7 million, according to the letter. During that span, the men reached the round of 16 in 2010 and 2014 and failed to qualify for the 2018 tournament. The women won the 2015 World Cup and finished second in 2011. FIFA’s total prize money for the 2018 men’s World Cup was $400 million. For the 2019 Women’s World Cup, it was $30 million.

  • Poll: Biden leads 2020 Dem field by 14 points (The Hill) – Former Vice President Joe Biden’s support jumped 5 points, slightly extending his lead over Sen. Bernie Sanders (I-Vt.) in the latest Hill-HarrisX poll.  The survey showed that 34 percent of likely Democratic primary voters back Biden, marking a 14-point lead over Sanders.
  • Biden Promises To Be More Aggressive, Reportedly Scrambles To Recover Support Before Dem Debates. (Daily Caller) — Former Vice President Joe Biden is reportedly scrambling to reassure donors after his performance at the June Democratic debates, sources told Politico. Biden had conversations with his donors shortly after it became clear he had slipped in the polls, according to Politico. The former vice president’s support dropped 10 percentage points after his debate performance, according to a Morning Consult/FiveThirtyEight poll. But Biden is promising to be more aggressive in the next round of Democratic debates. “I’m not going to be as polite this time,” Biden said Wednesday at a fundraiser, referring to Harris’ emotional attack. “Because this is the same person who asked me to come to California and nominate her in her convention.”        

6am – B/C     INTERVIEW – DR. ALVEDA KING – niece of civil rights leader Martin Luther King Jr. and Director of Civil Rights for the Unborn, the African American Outreach of Priests for Life – discuss her Inner City Pastors meeting with the White House.

  • Trump hosts African American pastors and faith leaders at the White House (CNN) — Twenty members of the faith community gathered in the Oval Office to meet with President Donald Trump on Monday, according to one of the participants. Rev. Bill Owens, the controversial founder of a conservative religious organization, said the President did “more talking than listening” during the event, which was long-scheduled but came after Trump disparaged a top African American lawmaker over the weekend. Trump tweeted ahead of the meeting that he was “looking forward to” a meeting “with wonderful Inner City Pastors!” The meeting was not open to press but afterward several of the attendees answered a few questions. “Two hours of discussion, that’s not a photo-op,” Owens said defending the length and substance of the meeting. He said the leaders discussed “the issues facing the black community, and there are many.” The meeting came the same day as Trump escalated attacks against Rep. Elijah Cummings, a Maryland Democrat, and launched new ones against Rev. Al Sharpton. Over the past few days, Trump continued his attacks against notable people of color, drawing condemnation from Democrats and progressives, who lambasted the President for his divisive rhetoric. The President notably called Baltimore, a majority African American city which Cummings represents, a “disgusting, rat and rodent infested mess.”


6am – D/E/F  BALTIMORE BACKLASH:

  • Trump: Sharpton a ‘con man,’ Cummings should investigate himself with his own committee. (Fox News) — The war of words between President Trump and House Oversight and Reform Committee Chair Elijah Cummings, D-Md.,over the condition of Baltimore and the border crisis has expanded to include the Rev. Al Sharpton, a staunch Cummings supporter. Sharpton held a press conference Monday to condemn Trump’s criticism of Cummings.  (Over the weekend, Trump called Baltimore a “disgusting, rat and rodent infested mess” where “no human being would want to live”  – and blamed Cummings, in part, for the city’s deterioration. Some critics called Trump’s remarks racist. Trump supporters argued the president was telling the truth about Baltimore and Democratic leadership in major cities.) Ahead of the Sharpton press conference, Trump called the activist a “con man” and “troublemaker.” Sharpton replied by calling the president a “bigot.” Trump then claimed that “Billions of dollars have been pumped in” to Baltimore. “The money was stolen or wasted,” Trump tweeted. “Ask Elijah Cummings where it went. He should investigate himself with his Oversight Committee!”
  • Rev. Al Sharpton: “Elijah Cummings is a respected and well-regarded member of Congress, and for [President Trump] to be angry at Mr. Cummings because Mr. Cummings has the moral standing to question how migrant children are being treated at the border is an abomination to me.”

  • Maryland GOP Gov. Larry Hogan calls Trump’s tweets attacking Baltimore “outrageous and inappropriate” (The Hill) — Maryland Gov. Larry Hogan (R) on Monday weighed in on President Trump’s series of attacks aimed at Baltimore over the weekend. Hogan, once thought to be a potential GOP primary challenger to Trump, called the president’s comments “outrageous and inappropriate” while appearing on WBAL’s “C4” radio show. He pointed to a speech he gave over the weekend where he discussed the “angry and divisive politics that are literally tearing America apart.“  “Enough is enough,” Hogan said. “People are completely fed up with this kind of nonsense. Why are we not focused on solving the problems and getting to work? … Quite frankly, what is the president doing? What is the Congress doing?” Hogan was reacting to Trump’s string of attacks on Rep. Elijah Cummings (D-Md.) and the city of Baltimore over the weekend in which he sent out more than a dozen tweets bashing the lawmaker and district he represents. Hogan said he, unlike Washington, is focused on solving the problems that currently plague Baltimore, but acknowledged he could use some assistance.

7am –D           ACLJ Obtains Obama DOJ’s Immunity Agreements with Hillary Clinton Lawyers Cheryl Mills and Heather Samuelson to “Dispose” of Evidence and Refuse to Comply with Federal Law (ACLJ) — The ACLJ has just obtained previously unreleased documents related to the Clinton investigation and immunity agreements given to top Clinton aids. These agreements reveal that James Comey’s Federal Bureau of Investigation (FBI) and Loretta Lynch’s Department of Justice (DOJ) granted immunity to Hillary Clinton’s aids and lawyers, Cheryl Mills and Heather Samuelson, from prosecution for anything found on their laptops violating multiple felony criminal statutes governing the mishandling of classified information and/or the removal or destruction of records, including Espionage Act provisions. Further, the DOJ and FBI also agreed to evade the statutory requirements of the Freedom of Information Act (FOIA) by purporting to deem the contents of the laptops as not under DOJ or FBI “custody or control.” These laptops were critical to any meaningful investigation of Hillary Clinton’s handling of classified emails and records. According to the DOJ Inspector General, who identified these as the “culling laptops,” “[a]ll 62,320 emails pulled from the Clinton servers were stored at one time on these laptops.” Having taken control of these laptops, agreeing to severely limit its searches, agreeing to unlawfully shield the laptops from FOIA, then agreeing to dispose of the laptops, it appears the Comey FBI and Lynch DOJ did everything in their power to protect Clinton’s senior aids and lawyers from both criminal liability and public scrutiny.

7am – E         Cardi B joins Bernie Sanders for campaign video and talks student debt, climate change and the minimum wage (CNN) — Sen. Bernie Sanders on Monday teamed up with rapper Cardi B to film a 2020 presidential campaign video meant to appeal to young voters. “We (are) working on a way to involve more young people in the political process,” the Vermont independent told CNN in an interview as he arrived for the shoot. “The future of America depends on young people. They are voting in large numbers, but not large enough numbers.” He said he and Cardi B spoke about a range of issues, including canceling student debt, climate change and raising the minimum wage. The video — filmed at the TEN Nail Bar, a local nail salon owned by two black women — is the first collaboration between the duo. After their meeting, Cardi B thanked Sanders on Instagram. “Thank you Senator Bernie Sanders for sitting with me and sharing your plans on how you will change this country,” the rapper wrote. She added that she asked the senator questions submitted by her fans and hinted to “stay tuned to see how he will fight for economic, racial, and social justice for all.”
