Governor Hogan’s “State of the State” to focus on criminal justice reform, heroin epidemic

WASHINGTON (WMAL) — Marking his second year in office, Maryland Gov. Larry Hogan will deliver the State of the State address at noon today.

The Republican governor has a high approval rating in the heavily blue state of Maryland; which might be the political capital Hogan needs to address tax cuts .

“I think you’re going to see him make the case that with this budget surplus that the state is enjoying, Maryland is ready for some tax cuts and tax relief,” says Melissa Deckman, a political scientist at Washington College in Chestertown.

Hogan will likely lay out his legislative goals for the year and emphasize issues with common ground, including tackling the heroin epidemic and criminal justice reform, she said.

“He is a Republican governor facing a sea of Democratic faces in the general assembly, so I would caution him against becoming too partisan,” Deckman told WMAL. ” He’s got to work with the other party to accomplish his goals.”
