Manning, who President Trump has called an “ungrateful traitor” makes the fifth contender for the seat, which Cardin is not expected to lose.
Chelsea, formerly Bradley Manning, served seven years of a 35 year sentence for leaking classified documents, which was commuted by President Obama just before he left office.
